Philip Harrington is an economist with over 30 years’ experience in the development, analysis, administration and evaluation of public policy, strategies and programs, primarily in the field of energy and climate. He is Managing Director of consulting firm, Strategy. Policy. Research. SPR is a network of highly experienced consultants with complementary skills in clean energy, energy markets, climate change and the built environment (buildings and transport), dedicated to making the business case for sustainability. Philip’s experience includes working at the highest levels in international organisations, governments and the private sector, including for the Australian Permanent Delegation to the OECD and the International Energy Agency. In Australia he was Senior Executive Manager of the Australian Greenhouse Office; Executive Manager, Strategy & Regulation with Aurora Energy; Deputy Secretary for Infrastructure, Energy & Resources in state administration. Over 9 years, he built a successful Carbon & Energy Team for consulting engineers, pitt&sherry.
